ملخص البحث 

فقد جاء هذا البحث بعنوان تطوير الأوضاع الاقتصادية والمالية في عهد الخلفاء الراشدين ويهدف إلى بيان الأسس التي قام عليها الخلفاء الراشدون في تطوير الأوضاع الاقتصادية والمالية، وكذلك في بيان المنهج المالي العام في عهدهم. تتمثل مشكلة البحث في دراسة تطوير الأوضاع الاقتصادية والمالية في ذلك العهد حيث كان الاقتصاد الإسلامي في عهد الخلفاء الراشدين قائم على الهدي القرآني والسنة النبوية الشريفة حتى يتمكن تطبيقها في اقتصاديات الحديثة، حيث لن يصلح اقتصادنا إلا بما صلح به أوله. يعتمد البحث على "المنهج الوصفي"، الذي يعد من أبرز المنهجيات البحثية لقدرته على كشف سمات الظواهر الأدبية وتحليل عناصرها بدقة وموضوعية. تكمن أهمية هذا المنهج في أنه لا يقتصر على مجرد جمع البيانات وصفياً، بل يتجاوز ذلك إلى التشخيص والتحليل والربط والتفسير. وهذا أمر طبيعي لأن الوصف هو الأساس الجوهري لتوضيح أي فكرة أو دراسة أو موضوع عام في جميع البحوث. واتبعت الدراسة أيضاً المنهج التاريخي القائم على البحث، بالإضافة إلى المنهجين الاستقرائي والاستنتاجي. توصلت الدراسة إلى النتائج والتوصيات أن الخلفاء الراشدين رضي الله عنهم قاموا بتطوير المؤسسة المالية وتنظيم القواعد والمبادئ وزيادة الموارد وترشيد الإنفاق، وظهور دور النشاط الاقتصادي والمالي الذاتي في عهدهم. ومن أهم التوصيات: يوصي الباحث باتباع سياسات وتنظيمات الخلفاء الراشدين في تطوير الاقتصاد الإسلامي فلن يصلح اقتصادنا إلا بما صلح به أوله.

ABSTRACT

This research, entitled " The Development of Economic and Financial Conditions During the Era of the Rightly Guided Caliphs" aims to elucidate the foundations upon which the Rightly Guided Caliphs built their economic and financial development, as well as to outline the general financial approach of their era. The research problem lies in studying the development of economic and financial conditions during that period, where the Islamic economy was based on the guidance of the Quran and the Prophetic Sunnah, so that it can be applied to modern economics. Indeed, our economy will only be reformed by the same principles that reformed its early stages. The research employs the descriptive method, which is considered one of the most prominent research methodologies due to its ability to reveal the characteristics of literary phenomena and analyze their elements with precision and objectivity. The importance of this method lies in the fact that it is not limited to merely collecting data descriptively, but extends to diagnosis, analysis, correlation, and interpretation. This is natural, as description is the essential basis for clarifying any idea, study, or general topic in all research. The study also follows the historical method based on research, in addition to the inductive and deductive methods. The study concluded that the Rightly Guided Caliphs (may God be pleased with them) developed the financial system, organized its rules and principles, increased resources, and rationalized spending, leading to the emergence of self-reliant economic and financial activity during their era. Among the most important recommendations is that the researcher advises following the policies and regulations of the Rightly Guided Caliphs in developing the Islamic economy, as our economy will only be reformed by the same methods that reformed its early generations.
